Abstract

Background:In this study, a model is presented to identify and monitor the factors affecting the management (management and control) of crisis cities and then by examining and identifying indicators affecting crisis management as well as the proposed options, using MAUT technique. Prioritization of available options is made on the basis of indicators and finally, the desirability of each option is measured.Aim: The main purpose of this study is to design a model for identifying the factors influencing monitoring, both during and after the crisis.Methodology: The present study is a descriptive-analytical and survey research. It is also quantitative in terms of data type and is developmentally objective. Based on the theoretical literature and referring to specialists, effective indicators during and after the earthquake were identified and conceptual model was designed based on this. The statistical population of the research consists of 91expertsin the field of crisis management. The sampling method is also purposeful and judgmental and snowball type. Then, data collection was done by designing a questionnaire and utilizing the viewpoints of supervisor,experts and crisis management experts.Results:By collecting data and using approaches and methods that were used to calculate the weight of the indicators, the options were examined by MAUT method. The findings showed that indicators of distance from unsafe areas (such as worn-out areas), access to training centers and access to the fire station are of higher importance, respectively. In the discussion of locating response centers, the locations of Phase 2of Imam Ali Park, air and sea base and Niayesh town, due to having a higher rank, have a more favorable temporary accommodation in the event of an earthquake crisis.Conclusions: Based on the findings of this study that identified crisis points and suitable locations for earthquake resettlement with decision-making techniques, crisis management organizations and the R
