According to a study only 28% of software development projects were successful, and 23% canceled before completion, while 49% completed but over budget, over schedule, and not meeting original specifications. So it is unavoidable to scrutinize and examine minutely software industry of Iran and to study challenges and threats of this industry as part of ICT. Particularly, for software has many use in knowledge management and optimal control on flow of works process in all areas of daily life. Questionnaire is the tool of information gathering. Research population consists of about 600 computer software developers' companies. 201 questionnaires out of 234, amounting to 86%, were returned by project managers.. Although about 400 soft wares get valid technical approval certificate annually from National Informatics Higher Council, but software developers face many problems regarding software development. Resulting of two sample tests the significant relationship between software project duration and system requirements were observed and the companies that run the projects shorter in duration, having more challenging to requirements. There are more challenges related to the qualities of software programming and maintenance in groups whose members are less experienced. In order to examine significant between the latent and observed variables and also fitting of measuring models confirmatory factor analysis has been used and significant relationship has been observed among all the research variables.
