Abstract

Background: The main objective is to estimate the perceived value of not having blackouts for end consumers and to help policymakers in investment decisions and managing blackouts Aim: The main goal is to estimate the perceived value of not having outages for end consumers and to assist policymakers in making investment decisions and managing outages. Methodology: Data for this study were collected through a questionnaire from 387 households in four cities of Bushehr province (Bushehr, Ganavah, Jam and Assaluyeh) using a stratified random sampling method. Conclusions: By comparing the two models, the results were the same and statistically significant. Logit and probit models are suitable for evaluating the factors affecting willingness to pay. This study showed that increasing income, frequent outages, high electricity bill prices, and support for the use of renewable energy in electricity generation are among the most important drivers of willingness to pay to prevent power outages, which can help policymakers in optimal planning to reduce outages and invest in electricity generation.
