The study of the subject literature, analysis of the data obtained from the questionnaire and interview has led to the design of a productivity measurement model in Bushehr Governorate, which has been presented in the form of an instruction for design and approval in the Administrative Transformation Committee. The approval of this instruction and its implementation will cause the productivity measurement to take place in Bushehr governorate, which can be the ground for moving towards improving productivity. The result of examining the 5S system as one of the primary pillars of productivity improvement also led to the preparation of another instruction called the 5S system guideline, the approval and implementation of which can help start the movement towards productivity. Also, analysis of water management, energy management and waste management in Bushehr governorate led to the identification and presentation of practical measures.
