Abstract

Background: The importance of strategic planning in any organization is Unforgivable, and the issue of its evaluation is doubly important. As traditional approaches to strategic planning have lost their effectiveness in today's dynamic and turbulent environment, attention to new approaches has increased, and one of these approaches is the blue ocean approach. But, due to its non-pervasiveness and the lack of knowledge needed to use this approach, less attention has been paid to it. That's why achieving a model for evaluating organizations' strategic planning based on the Blue Ocean approach and criteria for matching it can be a step towards solving the challenges of using this approach. This study examines these issues in the National Iranian Petrochemical Company. Aim: The aim of this study was to obtain a model to evaluate the adaptation rate and alignment of the strategic planning of the National Iranian Petrochemical Company with the Blue Ocean approach and to implement that model in the company. To be determined in this way, what dimensions, components, and indicators are needed to evaluate this compliance and finally, what will be the situation of the mentioned company in them. Methodology: This research, which is in the category of applied, developmental and qualitative research and the paradigm of positivism dominates its space, has been done in two parts and in two different ways. In the first part, an attempt was made to use the Delphi method and repeat it in three stages to obtain a suitable model for evaluating the strategic planning system of the studied company. The statistical population in this section was experts in the field of strategic management and familiar with the strategy of the Blue Ocean who participated in the formation of panel members, 18 members, and a questionnaire was used to achieve the model.
