Today different understandings and definitions have been derived from the word "development", but generally the goal of every development plan is to improve people's life conditions in accordance with thought paradigm and on the basis of a pivotal theory which is used in the achievement and the implementation of development. We can clearly find out that neglecting stable development from economic, social, environmental, and cultural dimensions doesn't guarantee the basic development on both micro and macro level, even if it is planned to help the country's economy to achieve relative growth by means of gas and oil revenues, because the country's economic growth can be fluctuated due to demand changes of these materials in the global markets, and consequently any general and long-term policymaking would be in vain.
The current research has been carried out to study the impacts of Pars Special Economic Energy Zone on the development process of Kangan city. Four factors have been used as development indexes in this research. The researched factors briefly study the impacts of Pars Special Economic Energy Zone on the development process of Kangan city. The review of literatures and knowledgeable' points of views have been used in this study. The research hypothesis test was proved by using T-test. Finally, in order to study the sameness of factors priorities, Friedman test was used. This test showed that the factors don't have same priorities.
