Political and administrative structure in different periods of the Persian Gulf coast is not same, and this structure was changed the Qajar era. In this study, has been studied changes in the political and administrative structure of the northern coast of the Persian Gulf from Zand era until the establishment of the first Pahlavi. The aim of this study is to identify the process changes in the political and administrative structure of the northern coast of the Persian Gulf and determining the causes and contributing factors in these developments in the period under study. The study is based on historical research approach and with an emphasis on valid documents and existing major sources and studies based on historical data is collected. This study showed that knowledge and understanding of the governors of Persian Gulf Iranian and their experience in this area have created of change of their policy on political and administrative structures of the northern coast of the Persian Gulf and other factors.
