Sistan and Baluchestan province has 28 industrial zones and 108 mine and a billion and hundred million tonnes of mineral reserves that have been identified. So, it has high potential in terms of investment and employment in this sector. Hence, the aim of present study is to identify the strengths, weaknesses, opportunities and threats facing the business environment of industry and mining sector in this province and providing appropriate and efficient strategies for the utilization of industrial and mineral capacities of the province. In this study, to identify strengths, weaknesses, opportunities and threats of the sector, enjoying the views of experts and by means of SWOT, from the confluence of environmental factors affecting the scope of the industry and mining, appropriate strategies for the province was determined. Then, to choose the best strategy for the development of this sector, Quantitative Strategic Planning Matrix (QSPM) was formed. Results indicate that defensive strategies are the most appropriate strategies for the development of the industry and mining sector of the province. According to the QSPM, strategy of "industrial development of the province and prevent the smuggling of goods into the province, especially similar goods produced in the province" with an average of 2.357 as the best strategy is proposed.
