Background: Governmental executive organizations as the important factors and executive components of government in governance and executive affairs, has a special position in the national economy and official system and also has significant effect on them. In view of the positive and suitable potentials toward developing the executive organizations and concerning the increase in complexity and speed of environmental changes and lack of confidence to the environmental factors and globalization of economy, it seems that the only forward way for organization is to change and adapt with this environment and organizational learning is a process which can help the organization in adapting with this environment and achieving the competitive advantage.
Aim: The present study aims at investigating the effect of organizational learning capabilities on the resistance to change among the personnel of executive organizations of Bushehr City.
Methodology: The statistical population of this research includes 6000 personnel of executive organizations of Bushehr City. From among them, 375 persons were selected as the sample by the stratified random sampling method. In the current study, the standard inventories of Organizational Learning Capabilities and Resistance to Change with reliability coefficients of 0.84 and 0.78, respectively, were used for analyzing the variables.
Findings: On the basis of T-test and regression analysis by SPSS method, findings showed that the components of organizational learning capabilities (management commitment, personal capabilities, systemic viewpoint, team work, knowledge management, shared mental models and learning culture) have significant effects on the resistance to change among the personnel.
Conclusions: The research results indicate that the amount of resistance to change among the personnel is predictable by the components of learning capacities.
