Current international community has specific character and it is quick transformation of events. Globalization caused human life goes more and more toward unification in a global village. This issue made similar demands for citizens and put governments in trouble of supplying. New life style and growth in population imposed double pressure on natural resources and entered states in competition over more domination on benefits. Therefore crisis of access emerged, in which threaten human society. This crisis in the age of enhanced technologies has specific qualities and dangers. Despite that, we hope by using developing cooperative regimes, a global governance system emerges in order for reconciliation of disputes and devoting capabilities for decent being of humankind. In this paper crisis of resources and competition for access to limited reserves will be reviewed and after studying trends of international regimes, some cases of cooperation will be assessed and a model for governing resources crises will be introduced.
