The review of the articles, the effective factors were identified and classified into two levels and based on the opinion of 4 experts and experts, the original model was extracted, then, using the pair comparison and the technique, the existing factors were ranked. The analysis of the results using the Suara's technique shows that the first level is the technology, environment, organization and employees, respectively. In the next study, the mentioned factors were investigated using a hybrid couza technique in 3 small and medium enterprises. The findings of the research showed that A3 Company has the most readiness for accepting electronic human resource management.
